Introduction and Process for Developing and Adopting the SRMNCH-N Investment Case
This investment case (IC) for reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCH-N) is the result of an inclusive process lasting more than five months (from February to July 2024) involving several stages:
- Official decision by the Ministry of Public Health to revise the IC for RMNCH-N 2020–2024, led by an institutional mechanism composed of:
- The Financing Subcommittee, responsible for steering and final adoption of the products.
- The Technical Thematic Group (GTT), responsible for technical steering of the revision process and technical validation of the various products.
- Rapid assessment of the RMNCAH-N 2020–2024 investment framework, which provided lessons learned on its development process, resource mobilization, implementation, monitoring, and evaluation.
- The development of specific applications for the EQUIST and OHT tools following capacity building for the technical team and through the development of simulations that enable the selection of target areas, groups, and coverage (expected outcomes) based on the current situation and the obstacles and constraints to their development; this made it possible to identify the expected impacts, the resources to be mobilized, and the necessary reforms.
- Mapping of all resources mobilized and implemented for health in general, and RMNCH-N in particular, thanks to international and national technical assistance, which led to the collection and analysis of financial resources mobilized and implemented for RMNCAH-N.
- Validation of the conclusions of the RMNCH-N situation analysis and strategic choices for the next five years. The main elements of the RMNCH-N situation analysis were analyzed and validated during a national workshop, which enabled the main bottlenecks and their immediate, underlying, and structural causes to be identified by consensus and the strategic choices of the present RMNCH-N IC to be validated.
- Drafting of this RMNCH-N IC 2025-2029, its sharing and validation during the national workshop involving all stakeholders held on August 20, 2024.
