This report was initiated by the Investors Group of the Global Financing Facility. Key stakeholders and partners were invited to contribute to the report by Erna Solberg, Prime Minister of Norway and co-Chair of the Sustainable Development Goals Advocates.

The report was developed under the overall direction of Tore Godal, Special Advisor on Global Health to the Minister of Foreign Affairs of Norway, and Tim Evans, Senior Director of Health, Nutrition and Population at the World Bank Group.
